Honest answer, usually no. Queensland’s certificate of inspection applies to vehicles that carry the public, taxis, limousines, booked hire cars and buses, plus heavy vehicles over 4.5 tonnes and licensed tow trucks. A van that carries parcels rather than passengers, and stays under 4.5 tonnes, does not need an annual COI, its obligations are registration and staying roadworthy. Two exceptions matter.
